Hey there! I'm not completely sure I understand the question. Are you looking to create additional FTP users, or are you wanting a user to browse to a directory and get a list of files?
If you'd like to create FTP users, that can be done through cPanel: FTP Accounts | cPanel & WHM Documentation
If you want users to get a directory listing when they access a certain page, you would need to make sure that Options +Indexes are enabled in the local .htaccess file, and then just make sure there is no index page in the directory.
