setting DNS servers

    I have one Cpanel server running DNS BIND 9, OS linux. I have set it to be a DNS server to resolve PTR issues. I'm wondering whether my settings are correct.

    the server is under a router (public IP: with local IP tobe
    my resolve.conf is set to be like:


    I use WHM to set nameserver to be and (both are registered nameservers) and enable NAMED.
    I forward to and, created host.
    INITIALLY the DNS zone file is like this NS NS A MX CNAME CNAME A

    It didn't work that way. However, if i changed to its public IP, and then it eventually works!!!

    something has gone wrong here? why it shouldn't work immediately.
