Setting Forgot Pass Option for the Cpanels

Root Administrator
When we forget the cpanel or whm password and make 3 attempts we get to the cpanel page having button of "forgot your password" clicking which one gets a password at email set for that cpanel.
Some how my resellers and the customers do not get this very forgot password options though I have ticked the requisite option of allowing the reseller to reset password.

Can some one here advice on it.
