Setting number of Email Forwarders

Hi,

Can WHM / cPanel be setup so that you can define the maximum number of email forwarders a user can have on their account?

By the looks it is unlimited, however, I would like to look at the option of being able to setup specific accounts where the number of email forwarders can be set.
