setting server permission

    Hi,
    I have met a problem after my friend told me to secure my server,
    he asked me to type the fellowing command,

    chmod o-rx /etc/passwd*
    chmod o-rx /etc/aliases*
    chmod o-rx /etc/group*
    chmod o-rx /etc/access*

    after i have tried this command, i found out that my cpanel not working, and the mail server is not working too! he told me to change back to the default setting and asked me to type the fellowing command,

    chmod 755 /etc/passwd*
    chmod 755 /etc/aliases*
    chmod 755 /etc/group*
    chmod 755 /etc/access*

    i have type this, and the server is working fine, but every now and than i not sure wht happen, my server need to type

    chmod 755 /etc/passwd*
    chmod 755 /etc/aliases*
    chmod 755 /etc/group*
    chmod 755 /etc/access*

    to enable it, it seem like after i have type the chmod o-rx command, it will always switch to the command chmod o-rx even if i have change back to chmod 755, can any 1 help me, please advice...
