How can I make it so that a person can set up an E-mail account with out having access to Cpanel?

I want a person to be able to create, delete Email addresses on top of changing passwords etc. But I'd like it to be done with out giving them access to Cpanel.

Is it possible? I know I found a module for phpnuke that allows people to create accounts, but it's limited. It allowed a user to set-up an email account and password, but there was no way to delete it or change password etc.

This should be a built in feature for Cpanel along with external FTP account access.. etc.

    Thanks

You might want to read the documentation into writing your own Perl scripts (PHP support is through cpanelappz or cpanelapps.com, that's a paid system however, even though the cost is small) and utilising the WHM API to achieve what you're discussing here.
