setting up ftp before transferring domain

    i have set up an ftp account using the ftp manager in Cpanel which seems simple but it doesn't work when i try to login, I just get 'connection refused'. I'm using the ip of the server for the hostname because i haven't transferred the DNS for the domain yet. Have I missed something?
