Shared Ip hosting and SSL

Hi Everyone,
I have a couple questions any help is greatly appreciated.

1. I only get soo many ip's with my server and do not have enough to give every user an IP, so I do shared IP hosting. Well, the only downside to that is they can't view their site through the web until their domain is transferred/registered. My question is, is there any way to maybe have like a master domain and then set something up in apache where these sites can be pulled up by going to like www.masterdomain.com/site or something like that until their domain is on the server. Any ideas???

2. Also, I want to buy a SSL Cert. but I need to know how to make it serwide. i've seen something like
https://www.mydomain.com/~user or something like that, any ideas?

1) All sites can be viewed before domain name propogation by going to http://server_hostname/~username/

For example. My servername is http://genesis.2hostdns.com You can view my site at http://genesis.2hostdns.com/~tlcwe/

You don't have to do anything special to make this work. It should work that way out of the box.

2) Since the above works. I bought a cert for genesis.2hostdns.com so that all clients could use https://server_hostname/~username/ to user it serverwide. Again as a demo, see https://genesis.2hostdns.com/~tlcwe/
