I have a reseller setup and each and every time he creates a domain it assigns a different ip, taking all my available ips, it is suppose to be shared ips. In the setup it is set that he can not create individual domains with dedicated ips, also in the reseller panel when you click on manage resellers shared ips, it show the correct shared ip for the server, but yet when he creates an account it gives it a different ip and then the next one is different and so on. Any ideas here.

In the Reseller Center, also look under: Manage Reseller Ip Delegation > Restrict ips XXXXXX can use for accounts.

Make sure no boxes are checked. This prevents IP's from showing within their "Create an Account" feature.

WebsiteRob, i don't quite understand this. When I have created an account that requires dedicated IPs for the nameservers I mark the IPs for this accounts nameservers here. Shouldn't that be done?
