Hi

I really worry about /scripts/* because of the permission 755, the C-panel scripts may be run by everyone? Shouldn't I concern about it? Can I change the permission to something like 750?

The scripts can be run only by the root user. Not all users. So there is nothing to worry about this.

only the root has the permission to run the cpanel scripts .since the permission given is 755 , then owner ahs execute permission while all other doesn't have execute permission

If the scripts have permissions 755 then any user can read or execute them, NOT just root.

If you changed them to 744, only root would be able to execute them, but other users will be able to read them.

If you changed them to 700, only root will be able to execute, read or write to those files.
