Should the server scan if the email is in a spam list or not?

In the new cPanel, I noticed under exim configuration that there is a new option:

** Reject mail at SMTP time if the sender host is in the zen.spamhaus.org, or bl.spamcop.net rbl

Is anybody currently using this? Is it effective? Does it increase the server load?

It is affective and adds less load on the server if it were checked on-board.
