"Show/Edit Reserved IPs" problem

I have a server where not all of the ip addresses on the server show in the "Show/Edit Reserved IPs" function.

The usable 5 ip address can bundled with the server do not show, but the 8 additional ip's that I added at a later point do show. All ip addresses show on the "Show IP Address Usage page"

I contacted the DC where the cpanel license is provided and they have told me that this is normal, however none of my other servers have this "issue"

Has anyone ever run into this before?
