are the graceful reboots 10 minutes apart by any chance?

    http://faq.cpanel.net/list.cgi

Ctrl-F on that page for "restarting"

    I quote:

    Q:Apache is restarting every 10 minutes ? What's wrong ?
A: Nothing is wrong, this is normal. Cpanellogd sends a SIGUSR1 (graceful restart) every ten minutes to apache for log rotation and stats processing.
