Well I'm new here, and I'm only 12...

I have got a CSS file on my computer and have uploaded it to public_HTML but when i go to the link it just comes up with the actual CSS code. I don't actually know how to get the CSS to be the layout of the site.

    Hi,

you cannot view a .css file it will only show you the contents, you need to .view an html file.
The css will tell the html/htm/php file how it will look.

Maybe you start creating basic html files and later add css to it. Search for html tutorials on the internet, there are many.
