long story short(but a lil detail incase i missed a step).
bought a VPS
Changed nameserver across for domain
Created cpanel user for myself(it auto made as reseller)
installed site software wordpress
logged into cpanel account
and as you can see by the picture, i get that error.
now the only error log i can find is in public_html/error_log with the errors:

[22-Jun-2020 07:46:05 UTC] PHP Warning: require_once(wp-load.php): failed to open stream: No such file or directory in Command line code on line 1
[22-Jun-2020 07:46:05 UTC] PHP Fatal error: require_once(): Failed opening required 'wp-load.php' (include_path='.:/opt/cpanel/ea-php72/root/usr/share/pear') in Command line code on line 1

after 7 hours of trying to get this to work/search the forum, my brain has died.

From your cPanel Home Screen, on the left-hand sides where it says statistics how many databases are you allowed? The error you're getting is a result of the DB user not being created which would cause any number of issues on the site once created.
