Site translation not working with Arabic

Hello dude,

I have a shared hosting account from godaddy and also a vps. From shared hosting, i can translate the site to arabic, it works fine. But in VPS. i cant translate the site. it remains in english and the letters are changed from LTR to RTL. What am i missing to configure in my vps with cpanel to enable the sites show in arabic. Help me to fix it. thank you.

Is there a specific tool that performs the translation, such as a button on the page, or does this come from within a database on the domain? If this is a database issue, it could be an encoding problem, as outlined here:

If this is a site function that is no longer working, I would recommend watching the Apache logs at /etc/apache2/logs/error_log to see if anything is displayed there while you perform that work as that would show any server side or application errors.
