    Hello I own a server with CPANEL/WHM

I have tried everything and I am confused because .css files not updating until users press refresh or even in new Wordpress installs when you add a new post if you not pres refresh it will not show it

I compared things that happening to me with a shared hostgator host and to them work fine

Currently I run Cpanel latest with php 5.3.17 and without any mody like apc cache eaccelerator or something like that.

Let me know if you can help me here

Well, if I understand you properly, you would have to force a refresh in your browser to see changes you just made. Am I misunderstanding you here?

Yes you're right I have to force a refresh in my browser to see changes and this is happening to all of my clients sites that are hosted under my server.

When you force a refresh, it tells your browser to grab the latest version of the page. If you make a change, you'll need to refresh. No way around that that I'm aware of.

for example if someone ads a new post or text in wordpress why others have to refresh or if content in php or html is changed why people need to refresh it ?

This makes no sense also in Hostgator this problems doesn't exist or in other hosting companies it have to do something somewhere somehow with configurations !

    I am waiting for support.

That's nothing to do with cpanel, it's not a cpanel problem, and this is a forum about cpanel. What you describe, is a problem of the hosting company, or with your browser/connection/computer.
