WHM says to put in root/skeleton/public_html

question is would root be the main WHM account url?

I dropped it in there, but did not work, apparently I am doing something wrong, any help appreciated.

My apologies for missing your post.

If you've created a Reseller account, that Reseller has his own cpanel3-skel directory. If you're creating new accounts logged into WHM as that Reseller, when you create the account, that Resellers cpanel3-skel is the one that's being used.
