slow during create and delete accounts

I note slow during create and delete accounts in WHM (3-4min) ,also high server load

operting system : linux fedora FC3
cpu : AMD Athlon(tm) 64 Processor 3000+
ram : 1g
WHM 10.8.0 cPanel 10.9.0-R79

server load (during create) 4.52 (1 cpu) sometimes case to restart httpd
server load (during delete) 2.15 (1 cpu)

time of create 2-3 min
time of delete 0.5-1 min


hosted domains (in all reseller accounts) may be 3000 accounts
