    I recommend submitting a support ticket: http://tickets.cpanel.net/submit

    260198 is the ticket number.

No ability to send mail for 2 days now. This really needs to be fixed.

By outbound mail, you mean your mail client can send mail to your server, or your mail server can send mail outbound to other servers?

CHanged client software to use the port that the WHM config says to run an additional copy of exim on, now outbound mail works.

Why wouldn't default smtp port work?

I know most ISPs block port 25 as a method of curbing spam traffic. However, our technical analysts will be able to determine if this is a cPanel/WHM-related issue.

Note, your ticket is currently in our complementary support queue since you are not a direct customer so it will take longer than usual for your ticket to be handled. Don't worry though, your ticket will get handled.

Mail clients cannot send THROUGH the cpanel hosted domains.

Its working now using the port the WHM config has spawned a second copy of exim on.
