These files appear suddenly probably around april 16th, 2013 (automatic update) in /usr/local/cpanel/scripts/upcp –cron :

How and may I remove them safely?

(No website has joomla, wordpress, etc. Everything has been checked. The only thing from outside is the form mail-like from cpanel. cfx+their mailscanner. By now we try intall the paid rule modsecurity)
Security problem? Bug?

You have provided output from the cPanel update logs. It's shows a failure to install the bind-chroot package via your system package manager (YUM). Bind is a normal system package and the default name server on cPanel servers. You should not remove "bind", however "bind-chroot" is not generally recommended. There is a thread on this at:
