Spam Assassin - Please Help

Spam detection software, running on the system "hosting.webhs.org", has
identified this incoming email as possible spam. The original message
has been attached to this so you can view it (if it isn't spam) or block
similar future email. If you have any questions, see
the administrator of that system for details. (bla bla bla)

I receive lots and lots and lots of these emails every day. Ok, I know that they are spam... but what's the diferente between receiving spam or receiving spam in an attach email? None. So, how do I configure Spam Assassin? The only thing I found mas the option to enable/disable it, using cpanel.

I have found a config file ( /usr/share/spamassassin/user_prefs.template ), but It's for user... is there any option for the global server?

Also, is there any way so that the mails send using rellay servers listed in dsbl get auto-ban ?

Bounce flagged spam?

I hope I'm a little on topic.

Sorry if this is an obvious one. I've been looking and looking for a config variable or filter to add that will cause emails flagged or identified as spam to bounce. What is the best way I can make this happen?

My understanding at this point is that "bouncing" them is not possible after Spam Assassin has started processing the message. A true bounce I think needs to happen before it gets to that point. Hopefully someone knowledgeable can enlighten.
