spam scanning on OUTgoing email !?!

Hi

I have 2 servers where spamd is scanning all OUTGOING emails...

I thought by default exim / spamassassin DOESNT scan outgoing emails..
Any know if thats true ?

My problem is users sending out mailshots via a php script. Its all being scanned by spamd and bringing the server to its knees.

The only solution I have found is to turn off spamassassin on the whole server, which is NOT a good idea

any idea know I can slow exim down / limit its number of processes ?

any help will be appreciated.
