spam / suspend user

    Is there a way to block a user from sending email or using exim or having email service access?

    If he's spamming from his account, kill it.

    Yea, I did. But would also like to be able to unsuspend so issue can be fixed without that problem.

    Without what problem? I'm unsure what you mean there. If he's a spammer, removing his ability to send emails isn't a fix. Killing the account is though.

    hes not a spammer, just sites got hacked. unsuspend leads to spamming and exim bogging the system down.

    Sounds like the account has been compromised. Restoring it from backup might be the best way to go. I'm not aware of any way to simply shut off mail for 1 account.
