Spop and APF?

Ive got a strange issue and request. I have a customer that wants to use SSMTP and SPOP - The server is working fine for sending using SSL however it will not receive - the email client gives no indication to an error.

I turn APF off and it works fine. I have ports 995 and 465 open. Any other suggestions?
