SQL Access & SSL Problem

    Forgive my lack of knowledge, but I've tried to research this online and ended with a headache and no further forward, so I think consulting the experts would be the next step.

    I have a VPS set up, and will be hosting multiple sites. Now the programmer wants to run all the sites (which are kind of interlinked) through one SQL database, which is fine, but one of the sites needs its own CPanel account to have its own dedicated IP for its SSL. (I believe)

    Now the question is, if a database is created under one CPanel account on localhost, can a different Cpanel account on the same server still access it with the right user/pass or do I need to fiddle some more moving SSLs/IP or arranging external SQL access (which I dont want to do).

    Any help you can provide would be greatly appreciated.
