Squirrelmail doesn't change the language

i have noticed that using Squirrelmail i can't change the language of webmail: why that?

I'm using cPanel 10.8.1-S31.

I have tried to type /scripts/fixwebmail

but i have


chown: cannot access `/usr/local/etc/cpanel/base/webmail/data': No such file or directory
chmod: cannot access `/usr/local/etc/cpanel/base/webmail/data': No such file or directory


Why?
