Is there a way to make Squirrel Mail or Neo Mail have a better display. Looks like a 2 year old who bearly knows how to use <tr><td> designed it, with no css, no styles, no id's, no classes, no button images, no slick designs to help boost the visual display. I noticed that there are options to change the color...wow..am I back in 1980?

There are several skin sites out there for Squirrelmail.
As for NeoMail, don't get too attached... it's going to be phased out shortly (it already is in most, if not all of the builds) and won't be supported anymore. http://forums.cpanel.net/showthread.php?t=52962

Good luck locating any free ones. While the backend is free opensource, the skins tend to run slightly on the more expensive side of "Free".

Could always try looking at the templates and designing your own...
