ssh access

    I want to disable ssh for all users and then only enable it for certain users. Can I do this with cpanel?

    How does one set it up to be disabled by default though? When I create a new account I automatically want SSH access to be off. It should only be on if I enable it. As of now it creates the user with SSH access automatically.

    How can I prevent this?

    You can set it as disabled in the Packages that you create in WHM and use for new accounts. Just untick Shell Access.
