    Hello,
I just did a fresh install of my cPanel server and set everything up and ran an update. After the update SSH doesn't work any more. I get a 'Server refused to allocate pty' error. Here is my server info.
    WHM 11.23.2 cPanel 11.23.4-R26138
    CENTOS Enterprise 5.2 i686 on virtuozzo - WHM X v3.1.0

Ive been google'n this issue for a while now and haven't found any real fix for it. My vps plan has 1.5gb of ram.

This is an issue with centos and VPS, you will need to rebuild the /dev.

In your master VPS panel you should be able to do this, or repair the corrupt OS, which will fix the issue, I have had to this many times over the past couple weeks on new installs of centos with VPS's.

If you are not able to do that, are you able to get in to shell at all, either via sftp client, or any terminal window?

forgot to add, if you can make a connection, run these:
    /sbin/MAKEDEV pty
    /sbin/MAKEDEV tty
