Starting STLS

I would like to enable STLS in CPPOP but I can not figure out how / where.
Right now I am using SSL on port 995 for POPS but I have run into situations (hotel access, and such) that seem to block 995. I am see the mail client request STLS and the sever indicate that that service is not avalible. The mail client then goes and gets the mail in the clear.

What am I missing. I have searched high and low for cppop.conf that I have seen references to elswere on the net. Somewere in there I need to turn on STLS functions.

OK, after more digging it appears that there is no conf file for cppop. It appears that cppop is somthing that was put together by cpanel.

Can anyone confirm this for me so that I don't waste too much time trying to make this correct.

From what I have read in the RFCs it appears that STARTTLS is the prefrerd method of securing pop over ssl on port 995.

Can anyone confirm this? If it is indeed the case is there a replacment for cppop that will work with STLS
