stop cgi access

    Can I turn off CGI access for 1 or 2 domains

    I think you can do that by modifying
    /var/cpanel/users/USERNAME

    Actually I did just try that and it is not there.

    Maybe go to httpd.conf and remove

    ScriptAliases /cgi-bin /home/USERNAME/public_html/cgi-bin

    and then delete the user's cgi-bin folder. I don't know if that will work, but that would be my guess...
