Strange cpanellogd error Blackout hours and resseler

Hello,
I created today a resseler account and this started to appear in /usr/local/cpanel/log/stats_log

[2010-01-13 14:04:49 +0100] [sepxferlog]
[2010-01-13 14:04:49 +0100] [sepxferlog] complete
Log processing interrupted by Blackout hours on 'someresseleraccount'

I see no place to edit blackout hours for resseler, whats the problem ??

Second thing is -
[2010-01-13 13:56:19 +0100] Processing bandwidth.
[2010-01-13 14:13:10 +0100] Processing bandwidth.
[2010-01-13 14:30:01 +0100] Processing bandwidth.

And the processing is set to every 8 hours not 16 minutes


Futhermore i check the spikes in load average and found out that it goes up from 2 to 20
when these three commands are sent

Yes, I am also having a lot of frequent cpu load spikes for the past couple of weeks or more, and it is always when cpanellogd is running.

Why does cpanellogs have to run at all during blackout hours? I don't want to see that tiresome process running at all during the busy part of the day on this server. IMAP/pop3 (dovecot) keep crashing when the load gets high enough due to this cpanellogd process running so frequently.

What is this and why does it run every 15 minutes or so? It is way too cpu intensive on a busy server.
