Strange problem - WHM auto suspending all new accounts

For no apparent reason WHM has begun to auto suspend new accounts. I'm unable to get it to unsuspend the accounts.

I'm using version 11.25 on a Linux box (CentOS).

I'm only hosting half a dozen domains or so. Everything was perfectly normal just two or three days ago, and nothing has been knowingly changed on the server. I tried deleting an unused account that was functioning normally. Then when I tried to recreate the same account, it begins its life auto suspended; and I can't get WHM to unsuspend it.

Any ideas?

Oh, and here is the unsuspend status message it's providing. I haven't spotted anything unusual but maybe somebody else can.

Is there anything that would normally cause a new account to be suspended when it's created (specifically a context where if that effect is in place, you'd be unable to unsuspend an account; a quota or limitation of some manner?)? Not at the reseller level mind you, but at the WHM owner level.

My web hosting support sucks so I'm pretty much on my own (or might as well be).
