Strange pure-ftpd Quota limit behaviour

Hello,

I added the following to /etc/pure-ftpd.conf and tested the following.

tried :
Quota 1000000:10
cant upload test.png 6 MB file. Critical file upload error in filezilla that referrers to the quota exceed error.

tried :
Quota 1000000:20
cant upload test.png 6 MB file. Critical file upload error in filezilla that referrers to the quota exceed error.

tried :
Quota 1000000:80
able to upload test.png 6 mb file

So i cant understand why this strange behavior. kindly advise.

* sent os 6.x, apache.

Are you restarting Pure-FTPd after making each change?
