from where the end end user can change his email or ftp password ?

To change a FTP password log into cpanel and go to Account Settings. Go into FTP Manager and go to FTP://Accounts. Here they can see the FTP accounts, and change passwords.

To change a mail password, log into cpanel and go to Mail Menu. Go into Add/Remove Accounts, and click change password for the account they wish to change.

but i mean the end end user.
they are not supposed to have access to cpanel.

You mean the user that ONLY has authentication to a particular pop3 or ftp account? Not possible .... as of yet.
I know this could be beneficial to many, though in our particular enviornment we probably would not utilize it.

You could put up a feature request, though I\'d imagine one already exists (\'specially for the pop3 issue) , so do a search first!
