I set up a subdomain for testing purposes and I went to go into it.. and got this error response: Forbidden
You don't have permission to access /cgi-bin/ on this server.

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

did I miss a step when I created it?

what is the name of the sub-domain that you created ? Is it called cgi-bin ? else there is no need for the browser to go to the cgi-bin.

can you please elaborate the issue.
