Subdomain redirects to defaultwebpage.cgi

I have created a subdomain in y cPanel but it is redirecting me to defaultwebpage.cgi page.
Asked support from my hosting provider they told me that subdomain propagation need 45 minutes
And they told me to check it after 45minutes

but after passing more then 3 days nothing happen, still seeing the same page.
The problem is not with browser cache.
I tried in multiple computer and proxy browsing (http://anonymouse.org/cgi-bin/anon-www.cgi/http://health.tovolt.com/)

please help me

It sounds like the A record for your subdomain is pointing to different IP than what Apache is listening for. Your provider should be able to take a look at Apache to see which IP it's listening on for health.tovolt.com.
