suPHP install-sh permission denied problem on freebsd 4.11

I just solved a minor problem for myself and I thought I would share in
case some person decides to search the forum for the answer.

I was using easyapache and the compile process was failing at suPHP which
I needed.

/usr/bin/install -c -m 0755 .libs/mod_suphp.so '/usr/local/apache/libexec'/mod_suphp.so
test -z "/opt/suphp/sbin" || ../config/install-sh -c -d "/opt/suphp/sbin"
../config/install-sh: permission denied
*** Error code 126

Stop in /usr/home/cpeasyapache/src/suphp-0.6.3/src.
*** Error code 1

Basically the problem is that install-sh was set as writeable and readable but
not executable. It probably came that way in the tarball that got fetched.

All I know is that by chmod 755 install-sh during the build process.. in other
words before it was used, made the build continue on and life was good.
