Suspended page always viewable?

In the server logs I noticed someone accessing a clients' suspended page, via "http://client-domain.tld/cgi-sys/suspendedpage.cgi." Since it was my understanding that this page is a redirect and only available/viewable if the hosting account is suspended, I did a spot check on several other accounts on the server and found that anyone can go directly to the suspended page of any account (assuming they know the URL).

It's really not a big deal, I'm just wondering if this is expected behavior.

Yes that's how it works and how it's supposed to work.
