the file exists in the following places and I can edit it in WHM but..

    root@ferrari [/]# locate /suspended.page/
    /usr/local/apache/htdocs/suspended.page/index.html (edited one from whm)
/usr/local/cpanel/etc/suspended.page/index.html (default one that whm doesnt edit)

    any ideas?

I get 404 on any suspended domain!

make sure the permissions are set 644

    cd /usr/local/apache/htdocs/suspended.page/

    chmod 644 index.html

    You can do that too:

    Create an Alias in httpd.conf
I do that in my .. and works fine!!

    some like:
    Alias /suspended.page/ /usr/local/apache/htdocs/suspended.page/

Creating an alias worked for me, however the other did not (chmod 644)
