I know this is a common problem, but I have yet to find an answer (and I have searched). I have the the suspended.page folder and an index.html file and .index.html.swp in the /usr/local/apache/htdocs/suspended.page/ directory.

Where can I change the folder it looks at when an account is suspended? Or how can I fix this.

    Thank you.

Change the index.html file in the /usr/local/apache/htdocs/suspended.page/

the index.html.swp is just a temp file most likely.

The suspended.page directory is to be created in the reseller's /home/<reseller-username>/public_html/ directory and have the index file stored in there.
The suspended.page directory is not to be stored in the user's directory.
