Suspended User Mail Still Delivered

I have just noticied that a suspended account on a server has a forward for all mail for that domain:

*: user@host

and mail is still being processed and forwarded.

Is this normal behaviour?

Yes, this is how things should work.

A suspended account can still receive mail but the user cannot access the mail.

Ahhh...so if mails are being forwarded, suspended users still receive their mails.

That's what I suspected, but I thought it was sort of strange.
