SOLVED Switch user from normal user to root failed

My VPS has full root access, when I logged in as a normal user in the terminal and tried to switch into root user using "su -" command it returned an error.

[normaluser@hostname ~]$ su -
-bash: /usr/bin/su: Permission denied

I' m using Normal Shell (NOT Jailed Shell), also Shell Fork Bomb Protection is disabled to troubleshoot this issue.

I need to switch into root from a normal user to disable direct root access for security purposes.
Please help me to fix this issue.

You must add that user to the wheel group in WHM -> Security Center -> Manage Wheel Group Users
" This group controls which users can use the system's `su` utility. "

After that you must log out & and log in to that user.
