system files restore

I have enabled the new backup system including an ftp site.

The accounts are backed up to the server and to the ftp site. the system files are only backed up on to the server itself.

How do I move these system files and use them to restore the server, or restore these files to a new server?

It's generally not recommended to restore configuration files on a new server. These files are intended for restoration locally. They must be restored manually as documented at:
