    Does anyone know if there is a way ton configure exim to slow down the # of emails that can be submitted per hour from any 1 IP address. This is sometimes called a tarpit.

    Just checked the exim mailing list and you can do something like this in an ACL:
    Code:
    deny dnslists = bl.spamcop.net
            delay = 4m

    The one problem with tarpits (or teergrubing) is that it can quickly consume SMTP connections and cause in and outgoing email problems for others.

    How to do this?

    deny dnslists = *
    delay = 4m

    To do this to all SMTP connections?

    If that would work, which I'm not sure it would, you would only need a short dictionary attack or a moderate amount of legitimate email to render your email server useless.
