Hey hey! This could just mean that your FTP service is not running, as that is not enabled by default on newer cPanel installations. You can check the WHM >> FTP Server Selection page to see if that is enabled on the machine.

FTP is running. showing status is running in whm and terminal

If the service is running, I'm not sure what else would block connections over localhost. Could you try disabling your firewall temporarily to see if that is somehow related? Is there a particular reason you are testing this with a localhost connection?

firewall disabled and checked. still same error while connecting FTP from filezilla.

Status: Connection attempt failed with "ECONNREFUSED - Connection refused by server".
