telnet error in 7.1 with cpanel

    this is what i get when i try to telnet locally on cpanel rh 7.1 box

    root@ns2 [~]# telnet localhost
    Trying 127.0.0.1...
    telnet: connect to address 127.0.0.1: Connection refused
    Trying localhost...
    telnet: setsockopt (IP_TOS) (ignored): Operation not supported
    telnet: connect to address localhost: No such file or directory

    telnet is disabled by default on 7.1 I think :(

    Yes, it is, but cpanel enables it, but it f0rks it also. How do I fix.
