The maximum each domain can send out per hour

For the "The maximum each domain can send out per hour" setting, what happens when an account hits that amount? Our exim keeps dying and the exim mailing group told me it is because of a limit (seems to be this limit).

mails should fall back with errors.
your exim logs shows the max allowed mails limit reached.

Is not due to hitting the limit? I was told:

Very odd. Something is giving your queue runners a TERM signal. Have you
got some sort of resource limits going on there which affect the Exim
user?

I am trying to figure out why exim is failing.
