SOLVED - MariaDB 10.3.26 causing adminbin error (MySQL currently offline) When it's not!

Guys, I ran into a very weird error, my error had to do with adminbin I had updated MariaDB to the latest MariaDB in 10.3 series, and it broke the client "cPanel > MySQL Databases" with a weird error saying The MySQL server is currently offline. adminbin Cpanel/cpmysql/DBCACHE Something like...
